Zip tie instead of neck strings?

Hi! I recently bought my first Felicity. She is pre-Mattel with soft reddish eyelashes. Her dress is tagged 1993. But instead of a neck string she has a zip tie that is cut off really short. Is this original or does it mean that she, at some point, got a new head?
